But it has been seen that the net result of e-governance is
more enjoyed by the rich and powerful people than the actual
targeted audiences i.e., the poor and the underprivileged.
There is an urgent need for the e-planners to come up with
cost-effective and self-sustaining solutions in order to
bridge the gap of digital divide.
On the other hand, possession of e-governance assets and an
access to the Internet does not provide any guarantee that
the users will be benefitted by their use:
It is only when all the users are fully aware of the
specific benefits that are available and further know how to
make the best use of those e-governance assets to derive
those required benefits which they seek. |

What is needed is a holistic approach to solve the problem of digital
divide, having the digital dividends as the sole goal and all other efforts
like content, knowledge and access as the means. Let us try to understand
the flow from e-governance infrastructure, access and content, and dividends
through a Digital Dividend model (Figure 2).
