Option 3: They could bid out various processes on BOT (Build, Own and Operate) and BOOT (Build, Own, Operate and Transfer) to the private sector, in a strictly transparent manner. Each of these approaches has its own positive and negative impacts. In general, they vary from high control and low efficiency (Option 1) to low control and high efficiency (Option 3). The financial aspect also has to be considered. The difficult part here is to decide how much tolerance is to be given to the private sector, when it comes to handling public information. The issue is complicated and needs a great deal of involvement of all parties concerned to arrive at a set of regulations for the same. Another criterion would be the sensitivity of the information involved and the financial, political or social gains to be had, if such information is manipulated. |
