To make the public operational system more efficient and effective, e-governance as an effective tool, is the need of the hour. However, to make it accessible to common users is an uphill task.

This article focuses on the infrastructure issues, financing models, implementation issues and a few successful e-governance projects in India. It also tries to analyze the fact that despite several efforts and huge investments, finding a way to narrow down the digital divides between urban and rural people is still a major concern.

Introduction

E-Governance is the use of Information and Communication Technology (ICT) by mobilizing government resources, and utilizing the internal information resources by the government employees with the help of citizens’ acceptability to the changes taking place to provide better services to them (P Panneerval 2005). It can also be defined as the application of electric means in the:
• Interaction between government and citizens and government and businesses, and
• Internal government operations to simplify and improve democratic, government, and business aspects of the government.

Role of E-Governance
